HAMPTON, VA — The Hampton community is reeling after a tragic incident early Tuesday morning that claimed two lives. former Hampton City Councilman and Vice Mayor Randy Gilliland, 58, fatally shot his mother before taking his own life in an apparent murder-suicide.

The Hampton Police Division responded around 6:30 a.m. to reports of a shooting in the 1st block of Capps Quarters. Upon arrival, officers found a man and a woman deceased from gunshot wounds. Investigators determined the man had called emergency services prior to the shooting, stating that he had shot his mother and intended to take his own life. Both were pronounced dead at the scene.

While police have not publicly released the identities of the individuals involved, a reliable source confirmed that the man was Randy Gilliland, a respected public servant and community leader.

A Life of Service and Community Impact

Gilliland served on the Hampton City Council from 2002 to 2006, later becoming Vice Mayor from 2006 to 2008, and continued serving on the council until 2010. Known for his thoughtfulness and dedication, Gilliland played an instrumental role in shaping policy and advocating for community development.

He most recently worked as Director of Philanthropy at Equal Justice America, a nonprofit organization committed to expanding access to legal aid for underserved populations. His contributions extended to several local organizations, including the Hampton Redevelopment and Housing Authority, Virginia Peninsula Foodbank, and the Hampton Roads Technology Council.
